This is the Accordion Menu available in the concrete5 marketplace. This block actually installs a series of templates for the core Auto Nav block. The colored bars use a 1 x 70 pixel image which will be very easy to customize for your particular theme. You could even eschew images for CSS3 if you don't give a flying leap about IE, but I digress...
